Tournament Regulations

1. Organizers

1.1. The Russian State Social University and the Moscow Chess Federation in co-operation with the Russian Chess Federation and under the aegis of FIDE will organize the 2010 FIDE Women's World Blitz Championship from September 15 to September 18, 2010 according to the decision of the FIDE Presidential Board (January 2010, Turkey).

2. Participation

2.1. The FIDE Women's World Blitz Championship is open to all women players representing their National Chess Federations regardless of their title or rating.
2.2. Applications have to be sent by the National Federations only.

3. Final Format

3.1. Final tournament - 16 players
3.2. The Current Women's World Chess Champion
3.3 The top 6 players in the rating list published on May 1, 2010.
3.4. 6 winners of the Semi-Final
3.5 The winner of the Moscow-open 2010 (women's section)
3.6. 1 wild card by the Organizer (by May 1, 2010)
3.7. 1 wild card by the FIDE President (by July 1, 2010)
3.8. In case someone withdraws or does not participate, from the point 3.2, through to 3.7, their rights go to the next highest rated players rated in the May 1, 2010 rating list. If a qualified player withdraws before the Final starts, then the Organizer can replace with the next highest scoring player from the Semi Final.

4. Semi-Final Format

4.1. Semi-Final tournament – without any limits of participants
4.2. Players representing the National Chess Federations and rated at least 2350 points
4.3. 14 Players who took 2-15 places in the Moscow open 2010 (women's section)
4.4. 5 Players who took 1-5 places in the First On-Line Open Qualification Tournament
4.5. 5 Players who took 1-5 places in the Second On-Line Open Qualification Tournament
4.7. 10 Players nominees by the Organizer
4.7. 6 Players nominees by the FIDE President

5. On-Line Open Qualification Tournament Format

5.1. All players representing National Chess Federations regardless of their title or rating can participate in the 2 On-Line Open Qualification Tournaments.
5.2. Number of participants in each On-Line Open Qualification Tournament is set by respective Tournament Director of the Internet server.

6. System of play and playing schedule

6.1. The Final Tournament shall be played as a double round-robin event, 15 rounds on the first day and 15 rounds on the second day (30 games in two days). All games will be transmitted live. Arrival day is September 16. The Opening Ceremony is at 14.00 on September 17. Start of the first round is at 15.00 September 17. The Closing Ceremony is at 20.00 on September 18. Departure is on September 19.
6.2. The Semi-Final Tournament shall be played as a Swiss tournament, 13 double rounds (black and white, altogether – 26 games in two days). At least the top 15 games will be transmitted live. Arrival day is September 14. The Opening Ceremony is at 14.00 on September 15. Start of the first round is at 15.00 on September 15. The Closing Ceremony is at 20.00 on September 16.
6.3. The On-Line Open Qualification Tournaments shall be played as a Swiss tournament, 17 rounds. The date of each On-Line Open Qualification Tournament is set by respective of Tournament Director of the Internet server. Playing period is from June 1 till June 10, 2010.
